MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM Greece has been active in Greece for 25 years, developing quality of care , improving access and advocating for the right to health for all people. It also thrives to promote good management of the health facilities it supports.

Summary of the position:

The M&E Manager will be responsible for all aspect of monitoring, evaluation and reporting related activities of the project. She/he will be assisted by 1 or 2 M&E Officers/assistants and will manage a team of field data collectors.

Duties and responsibilities:

The M&E Manager is based in Athens with possible travels to the field (Epirus, Larisa, Thessaloniki and possibly other location according the development of the project).

He/She works together with other members of the Programme Coordination Team, under the direction/supervision of the Programme Coordinator:

· The job holder is under the hierarchical responsibility of the Programme Coordinator

· He/she works under the functional/technical supervision of the Medical Referent (HQ based in Brussels)

· He/she is line managing the whole M&E team based in Athens project office composed of three staff

· Is responsible to provide technical support to the members of the M&E team (data managers) based in the field

· Relations:

o Internal: especially, all members of the Programme Coordination Team and all members of the M&E Department of the project

o External: members of MdM network as far as M&E (data management) is concerned

Is responsible for day to day management of the M&E Department, bringing updates and issues to the Programme Coordination for information or decision making as needed

· Manage the M&E team in order to ensure a collaborative atmosphere and the achievement of M&E objectives

· Participate to the Programme Coordination weekly meeting

· Ensure adequate information flow within the M&E Department

· Organize and facilitate weekly meeting with the M&E team based in Athens

· Contribute to setting personal objectives of each member of M&E Department, carry out performance evaluation based on up to date Job descriptions, coach and ensure follow-up of all members of the M&E team

· Take part in briefing and debriefing upon arrival and departure of project staff / visitors when appropriate

· Be accountable for supervising a rational use of means and resources to carry out M&E activities

M&E Management

Is accountable and supervise the implementation of M&E Department and evaluate its evolution, final results and achievements to ensure that M&E’s protocols are followed and objectives are achieved.

· Ensure operational planning of M&E Department and its related revision and submit reorientation strategies

· Plan M&E resources in order to enhance overall performance of the M&E Department, in line with overall project operational strategy

· Develop and implement effective and cost efficient monitoring systems and ensure data confidentiality

· Design monitoring tools and data collection tools (including databases, SoP’s and guidelines)

· Develop M&E plan, M&E framework and Indicator Performance tracking table

· Supervise the maintenance and updates of all databases

· Monitor project activities and outputs through existing indicators

· Advise the selection of new indicators and the use of existing data sources for the project

· Participate in program design and proposal discussion

· Assess the existing monitoring tools, contribute to their improvement and develop, when needed, new tools adapted to specific needs

· Coordinate data collection activities

· Plan and conduct regular site visits to objectively observe the status of monitoring tools implementation and use

· Ensure regular flow of information on M&E processes, tools and data in use

· Review and monitor the quality of data entry

· Ensure all M&E data, reports and records are clearly organized and archived in a centralized location

· Contribute to the recruitment process for new M&E staff to ensure that M&E capacity needed in various positions are considered

· Communicate and disseminate M&E standards and guidelines

· Document and address shortfalls in monitoring and evaluation management that affect project quality

Analysis and Reporting

· Determine data analysis procedures and use of quantitative and qualitative analysis tools

· Supervise the cleaning, sorting, categorizing and organization of data

· Develop and improve reporting tools at field and coordination level

· Provide monthly statistics on project activities and outputs

· Provide monthly internal progress reports towards indicators and coordinate project reporting process

· Contribute to program reports for submission to donor

· Provide statistics and data upon request for internal and external reports

· Develop and improve data visualization and other forms of relevant data representation

· Alert on targeted threshold (define with relevant coordinator) or important changes in the indicators result.

· Suggest statistic investigation or deeper analysis

Capacity building

· Strengthen the M&E capacities of all program staff at central and field level on a continuous basis through job training and mentoring tailored to their specific field of expertise (data collection, management and analysis, measure of indicators…)

· Design and provide M&E specific technical training to ensure continuous learning

· Participate in M&E-related conference and workshops when possible and stay up to date on best M&E practices

· Make sure all M&E tools, Sop’s and guidelines are disseminated and used on the project

· Coordinate with the Medical Referent (technical referent) at HQ level (Brussels) in developing best practices and sharing lessons learned

Requirements for the post:**

· Graduate degree in a relevant field preferable (Project Management, Public Health, Epidemiology, Health System)

· Technical knowledge in following program sector is highly desirable: Health (Primary Health Care, Sexual and Reproductive Health, Mental Health), Protection

· Fluency in written and spoken English mandatory

· Strong computer skills literacy:

o Very strong expertise in Excel is mandatory – VBA skills is an asset

o Office suite

o Statistical applications knowledge is an asset

· Experience in quantitative and qualitative data collection

· Experience in data base design and management

· Experience in dealing and coordinating M&E activities in humanitarian sector is an asset

· Strong organisational and team working skills

· Ability to transfer knowledge to diverse audience through training, mentoring and other formal and non-formal methods. Experience in capacity building and training is an asset

· Strong demonstrated writing, editing and analytical skills

· Ability to communicate clearly and efficiently

· Ability to relate and motivate local staff effectively

· Demonstrated ability to work with tight deadlines and to manage effectively multiple priorities

· Ability to prioritize multiple tasks. Flexible and proactive attitude towards problem-solving.

· Cultural and gender sensitivity essential

· Commitment to humanitarian principles and MdM code of conduct
