Terre des hommes (Tdh) is the leading Swiss child relief agency. With offices in 30 countries around the globe, Tdh delivers assistance to three million children each year.
In Greece, since 2016, Tdh has been providing an integrated child protection response ensuring access of asylum seeking refugee children and youth to safe, dignified care solutions through case management, protective accommodation, legal assistance, mental health and psychosocial support (MHPSS), and life skills.
Tdh is working with the Greek civil society in order to strengthen and support the social services and safety nets that prevent children becoming vulnerable.
General Position Description:
The purpose of the position is to support asylum seekers, youth, children and families residing in urban accommodation schemas, including youth aged 18-25 years old who previously resided in shelters or safe zones for unaccompanied minors and high vulnerable persons residing in Refugee Camps, through provisions of case management services implemented in accordance to standardized procedures and within the legal framework of the Greek government.
The social worker will be in charge of implementing the case management activities including basic social service support and comprehensive social care and case management for vulnerable cases (Medical, SGBV, Victims of Torture, GBV survivors, Victims of trafficking, ect.).
The job location depends on assignment and might change based on project’s evolving needs. According to the project needs, related case management tasks might need to be undertaken in other regions and with changing working schedule (for example: in case of accompanying beneficiaries to asylum seekers appointments in Athens or assessing referred cases in different locations).
Case management Activities
§ Receive the handover of the youth with open cases entering apartments
§ Accept and handle referrals of child protection cases according to standardized procedures
§ Ensure the consent/assent/permission of all related parties to proceed with the case management is sought
§ Conduct initial (rapid) assessments and prioritize most urgent needs to be responded to, including: housing, food, social, PSS, legal, interpretation and informal education services, and facilitate access to specialized care as needed (medical care, dentist, counselling), access to available education, and liaise with all relevant statutory and voluntary agencies
§ Develop an individual action plan for each beneficiary, which responds to needs addressed in initial and comprehensive assessments and seek support of the Senior Project Officer when required
§ Regularly follow up the assigned case to ensure all services and action points listed in the case plan are carried out within agreed time frames denoting the progress case overview
§ Regularly monitor, assess the cases and provide support to PoCs through visits and referrals, providing guidance and advice
§ Accompany beneficiaries to public services and external actors if required
§ Be ready to provide immediate respond to emergency cases including high risk level issues such as health issues (to be addressed within 24 hours) of life threatening situations
§ Identify and network with external service providers and ensure that an effective referral system is made available for youth, young adults, children and their family members in compliance with the Greek legal framework
§ Establish and maintain positive and efficient relations with target beneficiaries, community members and all the other actors. Seek for synergies to optimize resources and time, and strengthen services for the beneficiaries whenever possible
§ Work with the assigned project officer to arrange case conferences for cases and ensure beneficiaries receive multidisciplinary support
§ Participate in awareness sessions and trainings if required
§ Manage cases in line with SOPs, adhere to standard documentation processes and follow best practice guidance
§ Regularly document cases using agreed upon forms, update databases and reporting tools to ensure a comprehensive record of the case
§ Ensure data collection on daily basis, data sharing through the dedicated reporting systems, and storage respect data protection protocols and confidentiality principle
§ Participate in surveys and when required
§ Ensure timely submission of weekly plans and reports to the line manager
§ Promote, and ensure project activities are on line with, child protection and humanitarian coordination practices and principles and the Greek child protection system
§ Report serious cases of abuse on children identified by the project team to the management team ensuring confidentiality at all stages
Youth and adults
§ Promote and ensure all project activities are in line with human rights principles and international standards and the Greek Law without any kind of discriminations
§ Liaise with other organizations and available services that perform protection and recreational activities for young adults, adults and promote their rights
§ Report directly through the established referral pathways any serious cases of abuse and mistreatment of beneficiaries ensuring confidentiality at all stages
Coordination and representation
§ Work in close collaboration with Tdh partners and other key actors and Tdh sectors to ensure implementation of standardized activities and with other departments
§ Participate in forum and meetings in field of expertise when required
§ Comply with Tdh Code of Conduct and ensure Child Safeguarding standards throughout the organization and with partners (including safe recruitment etc)
§ Comply with Whistle Blowing Policy, Anti Fraud and Corruption Policy as well as with the Security Plan of the organization
§ Adhere to and enforce Tdh administrative regulations and procedures as well as Tdh IT and driving policies and SoPs
§ Guarantee that project donor’s procedures are respected and alert internally in case of need
§ Travelling may be required
§ Perform other duties as required
§ University degree in Social Work with professional license
§ Previous experience with an NGO is desirable
§ At least 1 year experience in social work and/or experience of similar position with vulnerable young populations and/or asylum seekers and refugees
§ Experience working with extremely vulnerable individuals and SGBV Survivors in particular is an asset
§ Knowledge of key protection issues in the asylum seekers population and best practices
§ Knowledge of protection system in Greece
§ Ability to work in an inter cultural environment
§ Good IT knowledge (Microsoft Office, Internet)
§ Excellent communication and interpersonal skills
§ Fluent in Greek and English (oral, and written)
§ Fulfilled Military Obligations (male candidates)
§ Valid driving license
