Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. In Greece, IOM is focusing on responding to the Mediterranean migrant’s crisis, in support of the Greek Government and in cooperation with all other agencies involved. IOM currently implements interventions within the areas of emergency, preparedness and response, disaster risk reduction, livelihoods, healthcare and psychosocial assistance, assisted voluntary return of migrants, migration and development, resettlement and repatriation, family reunification, counter human trafficking, assistance to vulnerable migrants.

 

Context:

In the framework of the emergency situation regarding the migrants, asylum seekers and refugees across Greece, IOM Greece is establishing a pool of candidates interested to join the organisation.

 

Core Functions / Responsibilities:

Under the direct supervision of the Senior Project Support Assistant and the overall supervision by the Resource Management Officer, the incumbent assists in the budget preparations, budget utilization monitoring and financial reporting.

• Assists in drafting of budgets for new projects;

• Assists in liaison with relevant IOM units for the budget submission endorsements;

• Assists in preparation of proposals for the budgets revision, as well as costs and no-costs extensions;

• Assists in preparation of required documentation for the project activation in the IOM’s accounting system (PRISM);

• Perform basic checks on availability of project funding for proper project implementation/planning according to the requirements and restrictions indicated by respective donor(s) including the tracking of the project commitments;

• Assist in the analysis and follow up project and country budgets, taking into account each donor’s requirements;

• Assist to customize financial reports from IOM’s accounting system (PRISM) for budget monitoring control;

• Assist the Senior Project Support Assistant with the monthly and quarterly financial reports to donors, ensuring these are in line with donor requirements and program activities;

• Bring to the attention of the Senior Project Support Assistant and any actual or potential issues related to budgets;

• Assist in maintaining an effective and efficient filing system for the unit;

• Maintain a strong working relationship with other management team members;

• Perform such other related duties as may be assigned.

Required Qualifications and Experience

Education

• University degree in Economics, Finance, Accounting, Business Administration or a related field from an accredited academic institution with 3 years of relevant professional experience; or
• High school graduate with six years of relevant professional experience;
• Completed Chartered/Certified Accountancy qualification would be considered as an advantage.

 

Experience

• Previous experience in a similar function a distinct advantage;
• Previous Experience in Managing Budgets;
• Previous Experience in Working with EU donor funding mechanisms;
• Demonstrated ability to review a variety of data, identify and adjust data discrepancies, identify and resolve operational problems;
• Proficient in a Microsoft Office environment, including extensive use of Microsoft;
• Excel Word and comfort with learning new software;
• Knowledge of IOM accounting systems, PRISM-FI software and procedures a distinct advantage;
• Excellent written and verbal communication skills;
• Excellent interpersonal, motivational and management skills.

Languages

Fluency in English and Greek is required.

• Completed Chartered/Certified Accountancy qualification would be considered as an advantage.

 

Other

• The position is subject to funding confirmation.

• Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

• Appointment will be subject to the provision of the relevant to the position degree(s), professional licenses and/or criminal record certificate.
