Greece, as one of the major entry points into Europe, has received over a million refugees and migrants since January 2015, 37% of them children. As of March 2019, approximately 74,350 refugees and migrants remain in the country, out of which an estimated 28,000 are children, including 3,535 unaccompanied children (UAC). The UNICEF Refugee and Migrant Response in Greece aims to provide children with a safe environment, a sense of normalcy and access to basic services as well as to foster resilience and social integration. It centers on interventions in three key areas – child protection, education and child rights monitoring (CRM) building on UNICEF expertise and added value in these sectors.

In the context, the UNICEF Refugee and Migrant Response team in Greece is looking for 3 consultants «Information Management Experts» to support the work of UNICEF Government partners in Greece.

 

How can you make a difference?

The Information Management expert (individual contractor) will provide technical assistance in one or more of the following tasks, using the latest UNICEF guidance for content and quality:

  • To ensure that the UNICEF Office and/or national partners have useful, valid and reliable information on:
  • the situation of children and on the progress in realizing their rights;
  • the results of UNICEF-supported national public programmes;
  • the contribution of UNICEF to the achievement of the results;
  • To assist in the development of national capacities for producing evidence (data collection methodologies, research, secondary data analysis) and for child rights monitoring (accountability mechanisms), with special attention to the interest, concern and participation of government, community, and civil society stakeholders – and groups most at risk of being left behind.
  • To support the identification, documentation, validation and sharing of lessons learned and good practices related to child rights within the Country and beyond.
  • Where relevant, to assist in the establishment of monitoring tools which enhance partnership between UNICEF, government and other key players to collectively track progress made by the country in meeting its international commitments for children.
  • Support the establishment of information management systems including processes.
  • Generate information and visualization products on a regular basis and ensure appropriate dissemination.

Deliverables

The Information Management expert (individual contractor) may be requested to work on one or more of the following deliverables, using UNICEF programme policies and guidance for content and quality:

  • Strengthen the capacity of UNICEF team and national partners, to generate and use reliable and disaggregated data and analysis on the situation of vulnerable children for their own interventions and advocacy for child rights
  • Support partners in the establishment and management of national available datasets and contribution to regional and international databases (e.g.TransMonEE), ensuring that key indicators are readily accessible by key stakeholders.
  • Maintain and develop partnerships with relevant stakeholders, national authorities, and civil society to establish and/or strengthen the existing independent monitoring systems and processes so that reliable and disaggregated data and analysis on the situation of disadvantaged and excluded are available to, and used by, decision-makers in the development child-related policies and programmes.
  • Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis
  • Support assessments, secondary data reviews, ensuring data quality; manage platforms and tools that support data collection and analysis.
  • Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages; develop advocacy materials including presentations and other visual materials.
  • Setup and manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites to facilitate cross-site search and interoperability.
  • Undertake lessons-learned reviews on good practices and experience at the national level, and ensure they are shared as appropriate.
  • Link UNICEF’s partnerships and advocacy strategies with the knowledge strategy to ensure that the UNICEF team has at its disposal the latest data and analysis on vulnerable children and their families, generated by UNICEF or partners.

 

Performance Indicators:

  • Information Management Strategies are drafted in coordination with UNICEF and partners
  • Information management and visualization products are produced on a regular basis
  • Analysis and reports are produced based on UNICEF’s quality standards
  • Data for UNICEF’ and partners’ advocacy and planning purposes is timely provided
  • UNICEF and National partners ratings of quality of technical assistance by the consultant are adhered to

 

Supervision

The Monitoring Specialist, in close coordination and consultation with Deputy Coordinator, Chief Child Protection and Chief Education, will function as supervisor of the Information Management expert (individual contractor). Regular discussions will be scheduled to analyse progress, based on a detailed workplan with defined milestones and/or deliverables.

 

Travel

The Information Management expert (individual contractor) may need to travel one or more time(s) to assist on monitoring visits or facilitate in-country workshops, including with external stakeholders. Travel expenses will be reimbursed to the Information Management expert (consultant) according to the UNICEF Rules and Regulations.

 

Estimated duration of the contract

The consultancies are expected to last until December 2019.

 

Work place

The location of the Information Management expert (individual contractor) will be in Athens. One consultant will work within the premises of theDeputy Ombudswoman’s Office for Childrens’ Rights, one in the premises of the National Centre for Social Solidarity (Ministry of Labor), and one in the Ministry of Migration Policy

 

Payment schedule, and other charges

Payment schedule: The Information Management expert (individual contractor) will be paid against the final products as agreed with the UNICEF Refugee and Migrant Response, based on the specific terms of reference, and upon satisfactory delivery.

Other charges: Any costs related to travel will be reimbursed to the Information Management expert (individual contractor) based on standard UNICEF arrangements for travel of consultants

 

To qualify as an advocate for every child you will have…

  • University degree in information management, social sciences, business analysis, computer science or any related field.
  • Minimum 2 years of relevant work experience
  • Proven track record in results-based management, including the preparation of theories of change, or similar (including results and monitoring frameworks).
  • Proven experience in facilitating planning processes.
  • Proven experience in analysis and visualization.
  • Strong writing skills
  • Strong analytical skills to compile and consolidate a variety of inputs and produce technical, concise and easy-to-understand documents.
  • ICT literate with excellent experience in managing/using formulas in excel.
  • Proven experience of having worked within a multi-cultural environment.
  • Strong interpersonal skills.
  • Fluency required both in Greek and English (oral and written).
