DRC has been operating in Greece since November 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.
The Protection Specialist focuses on ensuring that DRC’s response is designed and implemented to respond to the protection needs of the targeted population. The Protection Specialist is responsible for fine-tuning the program in Greece with global methodologies and best practices. A central function of the Protection Specialist position is to provide technical guidance for successful implementation of gender-based violence (GBV) prevention and response activities of DRC in various sites. He/she will also be responsible for country-level representation for DRC on GBV.
The Protection Specialist will support the mainstreaming of both GBV protection within DRC Greece, and in particular in the other programmatic sectors of SMS and non-formal education. S/he will tailor and oversee programming in light of the needs, support the establishment of initial programming, develop necessary Standard Operating Procedures (SOPs) and guidelines, and support mainstreaming of women’s protection and empowerment throughout the whole program cycle. The Protection Specialist will be responsible for supporting social workers for protection response and overseeing women empowerment activities, and for providing training and capacity building to social workers and protection monitoring teams in order to build their capacity to respond to challenging cases.
The Protection Specialist will also serve as an integral member of DRC’s surge response capacity in Greece for reception and verification actions, supporting sub-offices with critical backstopping in times of new arrivals and or increased humanitarian need.
S/he reports to the Head of Programmes and Protection Advisor.
Duties and Responsibilities
The main responsibilities of this position include:
- Conduct regular visits with the field teams and review current approaches and dynamics, developing recommendations and tools to address programmatic gaps and contextual changes;
- Provide strategic direction and undertake analysis of gender-related protection trends, gaps in services, and DRC’s capacities to practically address need and combat rights violations;
- Contribute to program design and oversee the development of corresponding tools and approaches;
- Contribute to ongoing programmatic assessments and ensure continuous improvement within protection monitoring activities, especially for responding effectively to individual protection cases;
- Provide ongoing technical support and capacity building to protection monitoring staff during programme implementation, especially social workers in assessing and responding to vulnerable cases;
- Provide technical support to strengthen and standardize programming per global standards, including psychosocial support activities and case management systems, outreach and prevention strategies, and awareness-raising efforts;
- Support the compilation of reports and assessments with accurate data;
- Participate and contribute to the GBV working group, advocating on gaps and strategies for improvement;
- Coordinate with national and international NGOs, UN agencies and other stakeholders to ensure holistic support for survivors, including participation in strengthening GBV SOPs and referral pathways;
- Assist in recruitment and support of qualified program staff as needed;
- Promote support strategies for staff, including principles of self-care;
- Represent DRC nationally at the SGBV sub-working group.
- Support relevant field counterparts in planning, setting up and implanting women’s safe spaces (WSS) in DRC sites;
- Identify existing resources and develop new programmatic guidance, activities and other supportive materials for teams operating WSS in DRC-supported sites;
- Support a standardized and harmonized approach across the DRC operation for WSS.
- Act as link between field teams and CO in times of in-country emergency response;
- Deploy to support field teams during emergency exercises;
- Co-lead in planning, distribution, monitoring and reporting processes during emergencies;
- Bachelor’s degree in social work, gender, public health, psychology, international development or other relevant field of study;
- Minimum three years professional experience in international humanitarian/development work, with a special emphasis on GBV prevention, response and women’s empowerment;
- Familiarity with Greek and international standards and guidelines for case management programming and coordination, with a special emphasis on GBV;
- Ability to exercise sound judgment, to remain flexible to a changing environment, and to work and make decisions independently;
- Solid project implementation experience;
- Experience in representation and networking;
- Excellent analytical and strategic skills;
- Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
- Excellent negotiation, advocacy and communication skills;
- Professional fluency in written and spoken English and Greek.
- The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
- Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
- Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
- Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
- Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
